Information concerning available land and services.

The areas representing sufficient space to establish an industrial park:
An IC2 zone has been reserved in the municipal zoning plan in the locality of Mont-Louis to attract small and medium size industrial investors (enterprises). This level surface of land having a 30 000 m2 area appropriate for the establishment of industrial and commercial enterprises, belongs to the municipality which makes it an advantageous choice for a potential investor. Other vacant pieces of land with flat surfaces having an average area of 40 000 m2, in zone Eaf.5 and adjacent to zone IC2 are also available through private owners at prices varying from $0.05 to $0.20 per square foot according to the municipal evaluation. Other possibilities on the municipal territory: not zoned IC

Anse-Pleureuse sector: the Government of Quebec owns land having an area of 19.7 acres with fish-breeding infrastructures that are in excess since June 2005 (potential land having an approximate 30 000 square meter area). The Ministère des Ressources naturelles et de la Faune had initiated the process to dispose of the equipment according to the established norms of procedure.

Gros-Morne sector: other land in an agri-forest zone belonging to private owners with a potential of 30 000 square meters of level surface.

The composition of the ground in these areas:
-Zone IC2: the ground in this zone is mainly clayish. .
-Anse-Pleureuse and Gros-Morne sectors: the ground is made up of arable soil and gravel.
It is possible to deforest, stump and level these lots according to available budget and human resources.
These lots are not ready to receive enterprises; the work would necessitate a short term intervention in the wooded area (50%) and, public works being costly, financial aid from a government of Quebec program would be necessary.
The dimensions of the plots of land are not predetermined; this will depend on the size of the industry (available: 30 000 square meters).

The municipality of Saint-Maxime-du-Mont-Louis had adopted by-law no 132 (copy in appendix - in french) establishing a program of land tax credits to encourage the establishment of new industries or businesses over the entire territory of the municipality and promote the creation of jobs, but this by-law has been obsolete since December 1999. The municipality would consent in pursuing these same commitments depending on the breadth of the enterprise project and the promoter's investments; these credits would be applied roughly under the same conditions through a local development committee.

The municipality is thinking of installing sanitary and rain sewers in the industrial park.
There is no water waste treatment system but a project for the treatment of domestic water waste is underway and should be finished two years from now.
The drinking water capacity and its flow: :
Mont-Louis is entirely served by a municipal aqueduct network with a reservoir having a 430 meter cube capacity. 90% of Gros-Morne is served by a municipal aqueduct network with a 250 meter cube capacity reservoir. The minimum outflow at the water hydrants is 1500 liters/minute.
The water that will supply the industrial park around the clock will be high quality drinking water.
Municipal services:
Aqueduct, sewer, garbage disposal, road repair and maintenance and snow removal.
The industrial park is well-served by a road network.
The main road is situated near the industrial park:
Highway 132 is the main road in the Gaspé Peninsula and routes 198 and 199 are important to penetrate into the parks (forests). Rue de l'Église and 5e Rue est, which are next to Hwy 132, are the principal local roads giving access to the IC2 industrial park. Aqueduct and domestic sewer services are available through these two arteries.
There are two seaports near the industrial park.
Specifications of the seaports:
In the bay of Mont-Louis there are two ports. The wharf in the western sector of Mont-Louis belongs to Fisheries and Oceans Canada and can accommodate trawlers, sailboats and local commercial fishing vessels. It is also linked to a plant, a fish transformation enterprise (Cusimer 1991 Inc) and thus is important for the economic activities of the municipality. The wharf in the eastern sector of Mont-Louis is under the jurisdiction of Transport Canada and has been unexploited since the autumn of 1995 following the breakage of the dolphin. There are no activities there at the moment.
There are new installations to be made to the seaports. Negotiations are presently underway to define a new vocation with Transport Canada. If a large-scale project should arise short term, it would be advisable to inform the concerned competent authorities as soon as possible.
There is no regional airport near the industrial park.
However, the "territorial capital", under certain aspects, is an asset for investors.
-A landing strip in Madeleine 30 kilometers from Mont-Louis.
-A small serviced municipal airport in Sainte-Anne-des-Monts (60 kilometers).
-A municipal airport located in Gaspé (140 kilometers) has infrastructures with the latest technology and offers services on a fixed schedule; car rentals, navigation aids (NDB, VOR, ARCAL); etc.
The disposal of industrial waste is under the responsibility of the RCM. The municipality is actively participating in the Recycling on a voluntary basis project and greatly encourages its population to dispose of recyclable material such as paper, glass and metal in designated spots.

High speed Internet link foreseen for February 2006, In the eastern sector of the RCM of La Haute-Gaspésie, the municipality acts as the sub-regional pole by offering basic services related to:

EDUCATION: Mont-Louis sector: École Saint-Maxime, with elementary and high school under the same roof serving the population between the municipality of Sainte-Madeleing-de-la-Rivière Madeleine and the municipality of Rivière-à-Claude. Gros-Morne sector: École Saint-Antoine, an elementary school.

HEALTH: C.L.S.C. des Berges de Mont-Louis.

ELECTRICITY - VOLTAGE : The Cooper Mountain line (Anse-Pleureuse/Murdochville) distributes 69 kilovolts with a service point at Anse-Pleureuse. The three sectors, Mont-Louis, Anse-Pleureuse and Gros-Morne are serviced by 25 kilovolts.

The topography of the territory actually does not allow the use of cellular phones.

Where health is concerned, there is the C.L.S.C. des Berges, a service point located in Mont-Louis, which serves the population of the eastern part of the RCM and the Hôpital des Monts which is located 62 kilometres away.

The C.L.S.C. des Berges is connected with the CLSC-CHSLD-CH de la Haute-Gaspésie, a group of establishments distributed from Capucins to Rivière-Madeleine and having different missions in the domain of health and social services such as: nursing services, home care and general health questions (reception and medical consultation, perinatal services, etc.) Moreover, on the territory of the municipality there are ambulance and pharmacy services.

A service point is located in Mont-Louis where the Radisson ambulances serve the population around the clock in the territory included between Gros-Morne and Ruisseau-à-Rebours and halfway between Anse-Pleureuse and Murdochville.
The ambulance team answers emergency calls within five minutes in the Mont-Louis sector, seven in the Anse-Pleureuse sector and ten minutes for the Gros-Morne sector.
